He can travel on is visitor visa any time he choose, but u have to take in mine having a visitor visa does not automatic give u entry to Canada, u can refuse entry by border agents at any time they choose.

I think it very unfair for ircc to Request rprf and threaten to cancel your application if u dont pay it within 30 day, an than after payment ircc sit on your application for months without a update, that money could have use somewhere else till ircc really ready for it to complete your application

U can but it not a guarantee they would be able to link it to your file because u don't have a file number as yet, your application is not in the system, u can write a explanation letter explaining the reason why the PCC is not include in your application and send it by webform just make sure...

PCC must submit with application, your application can be return for missing documents, they will Request the medical when they ready for it

U can use the visa office email address to send them it directly, the address must be on the Request letter they send u, just attach it to your email and send it, secondly u can contact your mp an ask them to send it for you both case they get it instantly.

Okay understand, I don't know the method they use when sending u the letter, if it was in pdf format it should have still been in your online account that your representative was managing, so u could review it at any time it cannot delete from there. only thing I can say to u keep on sending...

It worth a try but i would use the old ppr letter along with a explanation letter as well that was sent in June, hoping u were able to get that letter
