Thanks for the info. I thought it was clear to them that it was to establish full-time residence, but maybe the embassy didn't pass that information on to CBSA. Once I explained to them on the phone that he has a COPR and is moving here permanently, they seemed to be more cooperative.

Yes, he has his COPR and I'm a Canadian citizen. I just got off the phone with them and now they're saying he should be allowed to enter but that family reunification isn't always enough to deem a trip essential. I just hope this answer doesn't change again when it comes time to board a flight.

CBSA said they wouldn't allow my husband to enter Canada. Still trying to figure out why since he falls under the exemption of immediate family members.

I honestly can't say for sure. It seems like offices are still open and working though.

Security screening for us started end of September 2019 and ended March 2020.

My wait time from pre-arrival services email to DM was 6 months. Received pre-arrival services email September 11, 2019 and DM March 13, 2020.

Yes, unfortunately our file was sent for security screening at the end of September. For cases that don't require a comprehensive security screening, Pretoria is pretty quick compared to other visa offices.
