Is this rule already applied? I thought this rule will be effective from September.

My girlfriend and Me both are on study permit. She is studying diploma in UCW. We are planning to marry here in Canada. After marrying, Can I convert my student visa to spousal open work permit visa or Do I have to wait for my study to complete? Anyone who has done this before please let me...
