    1. apply for US PCC now as it takes about 4-6 months , India PCC will take a week from consulate. 2. It is valid of 3 months (I guess) for the country you are living in and of others if the PCC was issued after you left, you are good. 3. getting PCC from the consulate is quick and easy.

    Should I decline the ITA?

    You sould create a new profile and submit it in the pool. if you get a new ITA good, you can decline the previous ITA. If you do not get a new ITA wait till the end of 60 days period to submit your application with the explanation. It is likley that yuo will get a new ITA. Thanks!

    If you applied using the new passport then you send only the new passport. if you applied with the old passport and now you have a different passport then i guess you need to inform CIC of the change and senior members can give you better direction.
