The customs is not specified for visitors/workers etc. The can read the regulations online. What kind of stuff are you thinking about? I had not problems bringing my stuff (whatever could fit in suitcases + small electronics ) from the Usa. Also you can bring money up to $10 000 Canadian duty free.

You can't apply for a new WP at the border there. You'll need to submit an application there, which will take a few months for them to process.
