    Thanks for sharing. Like the lady mentioned there is confusing language used. The intent to reside should be present on the PR application not the citizenship application as the person applying for citizenship would already have resided their 4/6 years in Canada before applying.

    They CLEARLY tell you during the oath ceremony (a friend recently attended it) and also on their website http://www.cic.gc.ca/english/citizenship/proof.asp that citizenship certificate is a legal document but not a travel document. Expedited passport option is available for early travel.

    As per minister Alexander (his clarifications of this ambiguous clause) was for PRs only (ie not for citizens), knew there was something fishy. If it is/was for PRs it should be in the application for PR not in the citizenship application.
