How do you handle the certified copy requirement for an emailed work reference that was written in another language. It is a good letter with stamp and signature but in an email.

I have a reference letter in the format that CIC requests but it was emailed which means that it is not the original letter so I can not have a certified copy made. The company that issued it will not mail the letter. The scan they sent is very good and the letter is signed and stamped. How do...
