    Minors can apply independently only if atleast one of the parents is a citizen. In your case since at the time of kids application, the parents are still PR only. Very high chance of the kid application getting rejected unless ircc decides to link it with yours.

    When you mentioned that you never applied for a PR card, I guess you meant to say it was not "renewed" yet. You may be having the expired PR card with you and ideally you should give a good cover letter detailing these aspects.
