    I sent my documents (COPR plus photos) around the same time. I have not received any updates either. However, I had raised an online query to which they replied that all my documents have been received. I have no idea what is happening there, preoccupied with NHL I assume.

    No, you cannot apply for a BOWP for Quebec: https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/extend-permit/bridging-open-work-permit.html You can however apply for a Employer specific (closed) work permit.

    It is not necessary that you will get a ghost update before you receive your PPR email. And the bar only indicates the time elapsed and time remaining, nothing else.

    You can only do that after your COPR gets confirmed. But your BOWP has been already processed, it is better to call CIC and inquire regarding the BOWP fees refund.

    Oddly enough it seems CIC seems to actively issuing PPRs between 3rd and 5th day of every month (at least for Nov and Dec) and seems to snooze for rest of the days of the whole month when it comes to processing CEC PR applications.
