Yes you can... For the ITA application I used an old photo and it was fine... If you get approved THEN they will ask for a recent photo and that one has to be within the last six months obviously.

I called CIC and they told me this happens as the PPR email is automated. You can chose to do either option as long as you don't miss the deadline. So I'm choosing to just do the interview here in Calgary. They'll stamp my PR visa and give me my CoPR right there without having to flagpole...

My interview appointment is in Calgary (that's where I live). Not sure about the VO though as I never asked or requested GCMS. It has to be Calgary VO right? I also saw an Edmonto PO box in one of the emails I got so it could be Edmonton too.
