Now, typically, when they were processing in december, they were doing 18K folks per month in CEC. Now 147K in 3 months is 49K (heads/apps? I dont know). Previously they were doing 45K - 47K people in one month.

Assuming 1-2 thousand more and its people... we have 19-20K capacity per month. That is 60K people.
Assuming its apps then we have 2-2.5 people per app or 60 * 2.25 (say) or 135K people processed.

So that way either half of EE back log will be done or ALL of EE back log done AND 15K left for non EE streams.

I assumed that he mis-spoke and actually meant persons. That's a pretty crazy acceleration in processing speed.

Nope, sign language is not universal. There are major and minor differences based on country and spoken language. E.g. American sign language is majorly different from British and there minor differences in sign languages used across Europe as well.
