I applied for a "Closed Work Permit", but it's been refused by IRCC saying I did not pay the Open Work Permit Holder fee, which is incorrect since I applied for a Closed Work Permit. They have asked me to apply for restoration, and submit a new application. I heard from them today almost after 6 months. Is there anyway I can get this fixed without submitting a new application? I don't want to wait another 6 months.

Did you pay the work permit fee? Could have just said pay work permit fee.
 
I applied through an immigration consultant, and I received the receipt for the payment. I applied for a Closed Work Permit, but the letter IRCC issued mentions as Open Work Permit, that’s where the issue is.

The letter mentions to submit a new application.

So talk to your immigration consultant since they paid the work permit fees on your behalf. You will need to work with them as your representative so they should know what to do. The issue is that you paid the fees as it could be a typo - closed versus open work permit. Have you been on an open work permit which may lead to confusion with IRCC? What is your current status in Canada, and Have you applied for PR or received nomination because you are being asked to apply for restoration. First step is to restore your status, and ask consultant to raise a webform since you paid work permit, and to reconsider and reopen your file. It may take just as long as reapplying as webform responses can take time. You can call IRCC too.

My work permit was due to expire in July 2021, so we applied for a closed work permit with the work permit support letter I received. I submitted my PR application in November 2021.

I was working all this time under implied status, since my application has been refused, I don't have any status now. I have to apply for restoration within 90 days, which we're going to do within next couple days.

My consultant mentioned the same thing, regarding the web from, that it could be weeks to months before we hear from IRCC.

This is so frustrating, not being able to work for 3 to 6 months.
