How can I bring my dependent son and his wife to live in Canada?
I imagine that the easiest way would be through a study visa for him and work permit for the partner because he speak English very well, but we are not financially able to pay for the courses.
1) What other options are more viable?
2) How is it possible to get a job offer to apply in EE?

Your son is not classified as a dependent if he is married.

Yes, one option would be to come to Canada on a study permit to complete a full time program at a recognized college or university. He would want to take a 2 year program (not 1 year) to qualify for a 3 year PGWP and have the best chance of getting PR. You would need to be able to pay the international course fees for this option to be possible.

The other option would be for your son to apply for PR through an economic immigration stream like FSW / Express Entry or one of the PNP programs.

He should assume it will not be possible to get a job offer in Canada to support his EE application. Getting a job offer an approved LMIA is extremely difficult to do. He should focus on qualifying without a job offer.

Your son is not dependent if he is married. Use the below tool:

1. Study permit.
2. Getting a job from outside Canada is close to impossible unless your son and d-i-l are tech workers with exceptional skillsets coz companies will sponsor work permits to these creamy layers.

It's certainly possible. For Express Entry, it all depends on the number of points someone has. You get more points with a job offer. But it's still possible to have enough points without a job offer provided someone is young enough, has completed higher level education, has top level language test results, etc.
