NOC for Network Design manager

I am submitting my EE profile, but I have confusion about the proper NOC to fit my current position, which is a network design and optimization manager for a 3PP company managing a mobile operator network, shall it be considered under:
NOC 0211 Engineering managers or
NOC 0131 Telecommunications carriers managers

You match your duties not title to the NOC. So you decide which one is best.
