-You can't sponsor your spouse while out of compliance wtih the RO - and you shouldn't apply, it will cause problems.
-Including potentially triggering a review of your own RO status.

-It matters whether you are in or outside Canada - if you are inside Canada, just wait until you are in compliance. (Nor can you sponsor your spouse while outside Canada)

If you check that forum, you will eventually find cases of those who applied while out of compliance. At minimum, long delays.

You must be in compliance with RO to sponsor.
