who are the folks in the conference video?
the guy's body language show's he knows no shit. everything is based on the ministerial instructions. Only the assholes at the top can answer such questions. My understanding is that a draw happens based on ministerial instructions and every process is based on it. so it should be coming from the Immigration minister's office which again is a "direction" from the PM

I still don't understand how 300k jobs can go unfilled, IRCC invited CEC's only this year and are approving almost 40k applications per month.

Maybe because most of the CEC folks are actually employed, and is not really looking to fill-in a position. The CEC draws just turned them from TR to PR, not unemployed to employed since they were already employed in the first place.

Its not too hard to understand.

300K jobs go unfilled because employers do not want to pay living wages to support a family! I am in one of the most useless and most expensive city of Canada and there is an entire economy built out of fleecing students as a cash-cow by locals in form of rent and by businesses in form of cheap and good-looking labour. Heck many restaurants were rooting for more study permits this year! The locals have said NO to pathetic wages and high cost of living.

40K applications are to keep on pumping the assest bubble in Canada (so that investors in real estate and related industry like timber keep their investment). Later some of these will be dumps for extremely expensive --may be utterly useless-- assets like 1 bedroom condos. This is the way Canadian economy goes round and round year after year.
