Dear All,

I recently got refused for study permit, VO was wondering how I can pay my dependents (especially my 3 children) educational expenses while I’m in Canada since my children will not be joining me .

My wife is a full time worker, can my wife write a support letter to VO indicating that she can pay for the school fees of my children while I’m away ? Or any different advice?

In my opinion show VO that u and ur wife has a joint account with money in it and she will use it to pay school fee of ur children and also for other expenses while u are away.

Did you not include your wife's funds and job profile in your application (even if she isn't accompanying you)? If not, then you made a gross mistake there. You should have shown that there will a steady source of income for your family in your absence.

Thanks for the important advice. I will provide my wife's job profile, educational qualifications, and sources of funds to VO in the next application.

Below is full GCMS notes talking about my ties. please help me with your opinions. thanks.

Taking the applicant’s plan of studies into account, the documentation provided in support of the applicant’s financial situation does not demonstrate that the funds will be sufficient or available. I am not satisfied that the proposed studies would be reasonable expense. Noted that PA has been awarded financial support of $20,000. The applicant’s household of 4 members and the applicant has 3 children who are students to support. Applicant will exhaust a large portion of savings for study abroad. I am not satisfied that the proposed study will be reasonable expense. As a result, I am concern that they are not genuinely available to pay for the student’s fees

The applicant is 39. Married. Wife, and 3 minor students not accompanying, to remain in country Ghana.

The PA has been working as been working as a research assistant in country XXXX since March 2019.

I am not satisfied that the applicant will leave Canada at the end of their stay as temporary resident, I note that:

-the client is married or has dependents or states to have close family ties in their home country, but is not sufficiently established. While applicant has a professional job in Oman, his residency is tied to his employment. If he leaves his employment to study abroad, he would need to be sponsored again in future to return. Weak professional and economic ties to COR and home country.

Taking the applicant’s current employment situation into consideration, the employment does not demonstrate that the applicant is sufficiently well established that the applicant would leave Canada at the end of a period of authorized stay.

The applicant’s immigration status in their country of residence is temporary , which reduces their ties to that country.

Weighing the factors in this application,
I am not satisfied that the applicant will depart Canada at the end of a period of authorized stay. For the reasons above, I have refused the application.

Lots to pick out from here. It seems your study plan was not clear enough for the VO to understand.
  1. Did you clearly indicate that the scholarship is 20k per year, and that it is sufficient to cover your tuition and some of your living expenses easily?
  2. Did you articulate properly the reason why you are pursuing this study and exactly how it will better your career prospects back in Ghana? Is your current job tightly related to Environmental Science?
  3. VO particularly mentioned that post study you will likely not be able to return to your current job in Oman. Why did VO think you plan to return to Oman where you have temporary residence status? Do you have a promise of a job at higher position that will be befitting to your post-study skills? if not, then your entire SOP should have been based on what opportunities you will have in Ghana.
Overall, VO thinks you don't have enough money to afford this study and that you will not have anything to go back to once it's over which means you will be less inclined to leave Canada afterwards - those are the major cruces of your refusal and what you need to focus on fixing.

1. Yes please, everything was mentioned in the offer letter , I also stated it in the SOP. The current tuition fees of the University is ~CAD $ 4,800 /per semester. In addition to the scholarship, I showed my personal savings of CAD $16,000 .

2 . I work in air pollution and climate change research fields. I have both undergraduate and master degree in Environmental Science.

3. I have worked in Oman , but I did not tied my post study work opportunities to Oman (I spoke about academic job opportunities in Ghana instead) , maybe the VO feels that I have a strong connection in Oman since I had my master degree education in that country (Oman) , and worked in the same country after my master degree education.

Thanks

Patrick

Is the $16k all your savings for your whole family? So you will be using all your savings to study in Canada while you have a wife and 3 children in Ghana. This isn't a lot of money even if your wife is fully supporting you and your family. ow long will it take to complete your PhD....usually years?
