Hello. I’m asking for my friend. She is the permenant resident of Canada and want to sponsor her parents. Before, they applied for visitor visa but got refused twice because officer doesnt believe they will leave canada after their visit. Recently, her mother was convicted for tax envision and false tax documents and sentenced 2 year in jail which she has served 9 months. Will my friend still able to sponsor her mother? Or only her father?

She won't be able to sponsor either parent until her mother qualifies for rehabilitation and is approved. Her mother is currently inadmissible to Canada. Both parents have to be admissible to Canada in order to sponsor either one or both.

Your friend will need to wait until five years have passed from the time her mother has completed all penalties associated with the crime (including the jail time, any probation, and the payment of any fines). Once the five years have passed, the mother will need to submit a rehabilitation application to Canada. If and when the rehab application is approved, your friend will then be able to sponsor her parents for PR.
