So I am sponsoring my husband with inland application who is from the US. He has a son in the US and he will not be sponsored as he lives full time with his mom. His son does not have any photo ID (Nevada state ID requires min 10 years old and he is 5) and although we have asked his ex partner several times to get him a passport, she never has. She has agreed to now however the US is not completing emergency passports for new applications, only renewal. We can pick an expedited option but it can take 8-12 weeks still. His sons medical is due aug 23 and my husband has done his already. I sent a webform to IRCC but wondering if anyone has any advice or has been through something similar? Will our application be denied now? Super stressed and we just had our daughter 3 months ago so now I’m worried he will not be able to stay with us…

I presume you mean that he was included in your spouse's app as non-accompanying? And that you explained either i the original app or subsequent that he currently has no photo ID (not available locally)?

I doubt it would be denied on this basis and it may not matter at all, but I don't know for certain. Note you may either need photos at the medical or they will take photos at the medical clinic (depends on local arrangements).

In the meantime, all one can suggest is you've done what you can, keep pursuing the passport and keep in mind any other potential photo IDs/ photo evidence of identity - kindergarten stuff, whatever it may be. (Not saying send to IRCC but if it comes up, or they ask, at least you'll have something)

Not quite the same case, but for our infant daughter's citizenship certificate application they had a list of accepted alternatives to photo id for kids. It included immunization records, baptismal record, school record etc. They still really wanted two forms of photo id (major eye roll from me on that for a small child) but what armoured suggested about gathering other docs was our experience with IRCC guidance we've received about a related thing.
 
Also if you haven't already you might call the clinic and see what they do with a young child without a photo id. Your case is almost certainly not the first time the clinic has had this happen.

I’ve called clinics in California, Utah and Arizona (there is none In Nevada) and all of them stated they cannot do a medical without a passport :(
