My PR is under process - FSW Outland and I recently sent the request to add my spouse to the PR application post marriage - acknowledged by IRCC
Is my spouse eligible to apply for Open Work Permit (Outside Canada) considering he is yet to be added to the application.
He has done his ECA and IELTS General along with the valid PCC.

Any advice on this will be helpful.

What is your status in Canada? Are you working on a work permit in Canada under a NOC A, B or 0 role?

I am not in Canada.
However on the website it says under who is eligible to apply: " are a dependent family member of someone who applied for permanent residence "
It does not specify if the applicant has to be in Canada.

There are additional requirements to qualify for an OWP as a dependent of someone who has applied for PR.

An OWP would only be possible for your spouse if you were in Canada working now in a NOC A, B or 0 role.

So the additional requirement is for the primary applicant to be working in Canada ?
