Can I get admitted into canadian universities ( not the top ranked universities) with this profile for ms in biotechnology?
Which universities can I apply?
Can I apply for Manitoba university, carleton, winnipeg?
 
You can apply if you meet the admission requirements for those schools. Go to the websites. However with a C or 2.3 CGA average, I doubt it.

That's because the standard length of a Bachelor's degree is 4 years in Canada. If your degree is from outside Canada, it needs to be equivalent to a standard Canadian degree. You can inquire from your schools of interest by sending them your transcripts/certificates to see if it's acceptable.

You need to do research on your own. I know it's easier just to ask and have answer from others but this is something that you need to take control of. We don't know what kind of Master that you wanna do. Msc? with thesis or not? with coop or not? with internship or not? What is your budget? in what domain?

You are going to pursue your Master, not high school. A Master student should be capable to do the minimum research before asking any question.

I am doing my research, for shortlisting it would be better if I get other inputs also
 
Show people the universities that you've have been looking at and you will surely receive our inputs.
However, GPA is usually a prerequisite so if yours is below the minimum cut off, you barely have any chance. PG Diploma has less admission requirements but a smaller academic and professional value.
