An admission in 2019 or 2018 has nothing to do with the fact that you are still admitted in 2021, You need a new admission letter from UNB stating clearly that you are going to start Fall 2021.
And I see no reason why UNB grant someone admission if the person doesn't meet their minimum english requirement. IELTS score 6.5 is clearly low for an MBA. That's maybe why the visa officer refused your application.

MBA and then now BBA...Those are different things you know..
I also got 2 refusals before I got my visa so I am trying to help you. But things are up in the sky now and I don't understand anything at all..

Yes, please if you can share the details everyone here can help you. As far as I know MBAs from public universities rarely get rejected unless there is a serious oversight in the study permit application.

When @thaovy99 asked about your IELTS scores, you replied that you did another IELTS. What was that piece of info for? How is the new IELTS relevant if you scored exactly the same as the old one? And now after several posts you tell us the school actually admitted you based on medium of instruction?

I believe you can ask your university for an English language waiver letter instead of IELTS and then submit your application under non-sds. Maybe there can be another way as well of which I am not aware at the moment.

I got admission on 6.5 due to all mentioned credentials although requirement is of 7 .... i gave IELTS again because its expired at the time of visa application in 2021.. hope its clear

Finally, we get an understanding of the full picture. I wonder what your SOP looks like, cos for someone who is planning to pursue an MBA strong writing and communication skills are required.

If everything is perfect than your application wouldn't be refused twice. So I think your IELTS raises an red flag to the vo. What your school accepted again has nothing to do with IRCC decision on your study permit file.

In my place, I am gonna take another IETLS exam and try to score that least 7 in every section just to make my profile fit the school requirement and also to assure the vo that I am capable to survive in Canada and to success in my studies. You got band 6 in 2 sections, I guess reading and writing? How can a person with band 6 in writing accomplish the academic essays in an MBA program. That's not even enough for some Bachelors.

There must be things that you can improve in your SOP as well. It may be a common logic that MBA is an advancement in this case but you still have to tackle that basing on your own profile, experiences and future plans. As someone already said, MBA is a generic business program which you can take basically anywhere in the world. Is MBA from Canada better than some countries? Yes it is, but there are also better MBA elsewhere. Why Canada, why UNB, why MBA, why now. How does a MBA help you with your future professional plans? Don't use a sample SOP. That's the last thing you wanna do. Write it by your own and ask for someone to read it. Take it serious and if necessary, hire an Immigration Lawyer. Your chance now is modest due to the 2 previous refusals. Don't rush or you gonna close the door yourself.

Also if you will go through the refusal reasons of your first application (https://www.canadavisa.com/canada-immigration-discussion-board/threads/students-for-september-2019-intake.623582/post-8119996) you will notice in the fourth point VO has clearly mentioned language ability is one of the problems.
