Toronto Airport arrival quick question

Hi guys,

I'm asking for my buddy. His girlfriend is arriving tomorrow at Toronto Pearson Airport and then she is supposed to go to the government approved hotel for 3 days.
He was wondering if he can wait for her in the airport and greet her (hugs, kisses etc) or if there is no contact allowed until after the 3 day hotel stay?

I'd imagine the reason for the hotel is to quarantine. How about wait for the girlfriend to emerge from hotel after 3 days?

Exactly what I thought. Just wanted some reconfirmation. Thanks a lot!
I also called the airport and the customer service rep said no contact unless there's a valid reason for it. This exception could be requestes for at the Public Health Agency

Though recommended is not meet person who travelled till end of quarantine.
To be on safer side, would suggest to wait for 14 days.
