My guess is that this is not exclusive to Montreal either.Last night I talked “by accident” (friend of a friend) over the phone with a person who works at Montreal VO, but not in the application processing department.
I asked about what is going on there. The person said they have enormous backlogs of applications, and priorities (without further details unfortunately).
She also said that it’s common that when they receive new applications, they start working on it because of their internal procedures and metrics (basically just to be able to say that they have started) then leave it on the side until they clear the backlog.
She also mentionned that it’s not rare that when someone goes on leave, their workload is not immediately redistributed. So the application can “seat in a drawer” for some time.
Anyway, she said there is nothing I can do, even if my application has not been touched in months.

It usually doesn't follow any such time . A friend of mine got it at 12 in the midnight to which he replied the next day .I have 1 more question, the PR Portal email is received in sort of business hours from 9 AM to 5 PM or they send it anytime. When you got yours?
