Online test scheduled then cancelled?

I applied back in July 2019, and I have been checking my application status pretty much every day,
I was so relieved when I was invited for the test!

Scheduled for citizenship test
You've been scheduled to take citizenship test online between May 21, 2021 and June 10, 2021. Information and instructions will be sent to you.

However, I never received an email for the online test invitation and when I tried to take the test anyway, the system did not let me.

I have contacted the IRCC and was told my test is cancelled. When I asked why, he advised me that everyone invited to write the test on the 21th of May got their test cancelled as well. I heard this twice, from two different agents.
Just want to confirm if this is even remotely true.

I have requested GCMS notes and I do not see anything interesting there, other than my test was cancelled on the 11st of May.

It's been 23 months and only background verification is completed, I have reached out to the local MP's office but I am losing hope.

Oh.. That's weird. I have not seen or heard about this till now.

What do you see under 'Location' in GCMS notes on page 2 under 'Paper File'?

Hmmm. Usually, the status at location tells you something about where your application is. For example, if it says 'Registry', it means your file is in the said office but isn't likely actively worked on. "Test Ready" means that your application has been processed by the local office and is ready to be issued a test invite. I do not know the statuses that follow after that but you get the idea. Do you see the status set to something similar to what I mentioned above on your notes?

Is this update from the new tracker? Dont you see more detail on when the test invite was updated, scheduled, cancelled etc?

It was test ready, that is why I was invited in April. Just that it was cancelled on the 11st of May.

It does not say it was cancelled on the new tracker. IRCC agents were able to confirm that it was cancelled over the phone.

I see following comments on my GCMS notes, under its own dedicated "NOTES" section at the end of the notes (It is not under any other categories!):

"IC from applicant seen. In Queue for next step. SQ" - happened in April 2021,
then I was invited for the test then
"***This is a batch note*** Event 000000 for May 21st 2021 cancelled"
it was cancelled.

I believe SQ is Sûreté du Québec, Quebec Provincial Police.
Whatever IC means, it could be CI in English.

There was another person wondering about the mysterious "IC from applicant seen" message, his file is also being processed in Montreal.

I did some research and there is a reference to "IC" in "Security and Criminal Screening of Immigrants" document as per this Operational Procedure document.

The actual document "IC (Immigration Control - Security and Criminal Screening for Immigrants" was a tad bit hard to find but I found it here.

So, looks like the term IC means "Immigration Control" and the actual impact of this on your application would probably be a more comprehensive security/Criminal screening? I don't know, I am yet to read the document completely.

The fact that "IC from applicant seen" next to "In Queue for next step. SQ" is another pointer that this could be the actual document from where the word "IC" is referenced from.

But... I could be wrong and IC might mean something completely different but based on my recent searches, the above is what I found.

This could be the reason why it was cancelled but I can't be sure. This is the first time I've been able to gather some information about "IC" (there was one other applicant that had this status and asked me, I wasn't able to find this information at that time).

Is it not i saw earlier on some other thread on one/two people get delayed just because they had clearance history. Its possible.

I am also not so sure..

Agents told me over the phone that nothing is wrong with my file, and everyone scheduled to write the test on the 21st was also affected. That explains why it says "This is a batch note" under the notes section.

Maybe everyone scheduled to write the test on the 21st of May in Montreal in my batch got cancelled for another reason? I am just second guessing here, very frustrated.

I passed the background check, and RCMP report does say "no reportable trace". I just don't have a clue why my file would be flagged.
