I applied my PR with family and they requested passports and i sent passports from pakistan to ottawa and after 7 months i received passports no visa in them and no refusals or acceptance letter, and my cic says still application is in progress can someone please let me know what does this mean? Who to contact?

I understand absolutely zero of the context here and doubt anyone can answer your question without more info.

And most of all why you sent your passports from Pakistan to Ottawa, usually one would submit the passport locally (eg to embassy through the visa application centre).

It looks like you have applied for PR under Express Entry. If that's correct, you need to post your questions to the Express Entry section of the forum rather than here.

Did you get a passport request letter? What did the instructions say?

Yes i got earlier passport request letter 7 months before and then i sent passports to Ottawa but later they came to know we are residing in Pakistan

This error has been happening since 2015. I recall several EE outland applicants from India were asked to send passports to Ottawa. At the time, the advise that was provided on this forum was to inform IRCC that the applicant actually resides in India and not in Canada. Soon after the applicant sent the webform request, they got another email requesting them to submit the passports to High Commission of Canada in New Delhi via VFS.

Generally, you are NOT supposed to send the passports via mail across international borders.

Looks like you applied while in Canada. Did you update your address to Pakistan? When it was discovered you didn't live in Canada your passports were returned. Stamping will need to be done via Pakistan.

Yes i applied from Canada, and then after sending passports i updated address of Pakistan bcz i got stuck here in Pakistan due to Covid and flights were closed thats why dint get back
