They will mail it back to the address that you’re currently living at. If you are in a visitor visa, make sure your address was updated in GCKey

I am currently staying in Dubai with residence visa and I submitted my passport to VFS Dubai and they mentioned they send to IRCC so what does it mean?

It means that they will send it to the correct office and return it once stamped.

Just make sure you have your correct address listed and if you are unsure, call IRCC to verify!
