Does your wife have a visitor visa or work permit? If work permit, she can travel. If visitor visa, she needs written authorization to travel. As for you, you really can’t. Her brother is not your family member and you don’t have a job offer.
She only has an immigrant visa. Does that cover work? Especially since she has an employment letter.

Do you mean COPR? No that is not enough, and she is not the main applicant. Even being the main applicant, you still need a work permit. Or she needs a visitor visa with written authorization to travel to see her brother, but she can’t work.

Don't expect much that Canada will soon process FSW-O applications. There are still many pending CEC inland applicants. I saw that they are still doing the June 2020 CEC inland applications. That's a year worth of backlog. They also have to take care of those existing residents and citizens who lose their jobs during the pandemic. Additional immigrants would entail competition of looking for jobs with them. So I don't think they will allow outland immigrants to come to Canada anytime soon. At the earliest, we can assume that they will continue processing FSW-O applications by the summer next year.

Let's not wait in vain. Expect less and move on. It really is unfair and I have been waiting for over a year now. I suggest we already move on with our lives and pray that the world will return as it was before March 2020.

In Q1 already around 70K people landed as PR.
On top of that, 27k applications received ITA from which most are inlands. These 27k apps represent how many people? Average of 3 per application? That may be 90k.
Then 90k inland apps might also represent 270k (average 3 persons per app)....
70 already landed + 90k from big cec draw + 270k from newest pathways is 430k possible landing immigrants for the statistics.
Some of the pre-march expired CoPR's are renewed now, so count in some ....K extra and think about your post again.

This doesn't mean I don't agree on your covid control thing though

According to a friend in Alberta Canada, the restrictions WITHIN Canada will be lifted in the months to come.
International borders will probably be opened by September end / early October ....
Just a little too late for me though ) CoPR expires September 20th
