last 3 year taxes are required I believe. Not sure, who exactly is required but i would assume few people would be exempt from the filing condition

To be eligible for a grant of Canadian citizenship, you must:
  • be a permanent resident (landed immigrant) of Canada
  • have been physically present in Canada for at least 1095 days in the 5 years immediately before you apply
  • if required to do so, have filed personal income taxes for at least 3 years within the 5 year period

No.

It is mandatory to file the taxes according to the CRA related laws and regulations.
It is not mandatory by CRA to file taxes. There are many people, such as those with income below the basic personal threshold, who are not required to file.

The only mandatory thing for your citizenship application in regards to taxes is to completely complete question 12 which asks for your SIN and when you filed your taxes. If you did not file taxes, say "No" to Taxes filed.

Now all that said, if you say you were required to file (which you are not always) and did not, It might delay your application, as per "income tax filing requirement and physical presence requirement of the Citizenship Act". But you should still answer Q12 completely and honestly.

I assume that you were not a resident in Canada before 2018. If so then you should answer no to "required to file taxes" question in for years before 2018
