To enter into the pool, if a person has 5-10 years experience, precisely if he worked for 9 years + 11 months + 15 days, can he just put it as 10 years of experience rounding it up? I don’t think it is bad because grocery store is also not giving one cent change legally for 99 cents purchase.

What do you mean…10 years is 10 years. And why are you concerned about 10 years? FSW counts only 3 years of work experience for your CRS score. Or are you not eligible with 67 points.
