I have my LOA from Goerge Brown College for May 2021 intake. I have paid the full fee within time and applied for SDS visa a couple of months before the start date. Unfortunately, there is a long delay in the Study permit process, all due to covid-19. The college also changed the mode of study from in-person to online studies (Fee remained the same). becuse of delays, the college has given a new policy that the students can start their course without a study permit and if they receive a refusal from IRCC before the 13th of August then they will get a full refund, excluding administrative charges. But if the visa process delays beyond 13th August then there is no refund at all. As the situation is unclear I feel that it is sensible to defer the course to coming September. Now the college is charging a course withdrawal fee that is 1000 dollars.
My points are: (1) In the first place, I have applied for an in-person course, paid all the required fees in time, then the college changes it to online (without changing in fee), which is all due to COVID-19. (2) I applied through SDS and paid my GIC and all required fees in time, the IRCC failed to process my application in time, which is also due to COVID-19.
So my questions are:
When I paid fully to IRCC and the college for their services and they were failed to provide 'promised services' due to pandemics, why should a student pay for a deferral?
Isn't the college and IRCC excuse for not providing promised services in time and waive any additional fee (deferral fee) rather ask for additional charges?
When this all situation is due to pandemic why a student pay for delays?
Do they think the student's name is COVID-19 and everything is happening due to them so charge them extra for process delays?
