this is why rejection rate is rising every year and study permit conditions become harder. sadly a lot of people want to abuse study permit and use it as a way to enter Canada legally and that affect future applicants especially qualified ones. if u do not want to study and just want to enter canada please go apply for pr don't try study permit. it's getting harder and harder for many future applicants.

1st application for Jan 2021 intake applied from UAE (Indian Resident) - 4 Nov 2020
1st Refusal - 16 Dec 2020

2nd application for May 2021 intake applied from UAE again- 22 feb 2021
2nd refusal - 22 Apr 2021

I am not deferring the program and will continue the classes for May 2021 intake. Parallely I will again apply from India. I am an employee of PSU bank in India and I am on sabbatical leaves of 2 years(to join my husband in Dubai) ending in Mar 2022 so I have to pursue an 8 months course only. Although if I get visa approval, I might leave my current job but what do you think..is there any chance of visa rejection? Following are the reasons mentioned for rejection:

•I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence. (my sister has recently completed her Masters in canada and is currently on work permit)
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your current employment situation.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your immigration status.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence

Please help

your case is a hard. there are 2 rejections in record and so many reasons. and they are not the easy ones.

1- your age + choice of program rose concerns
2- ur current status in dubai ( how the officer will know that u will return to india if ur status is temporary in UAE ) and ur current employment situation
3- u have family in Canada right ? that is red flag for them, especially for older applicants
4- if u apply again u will only get rejected. i suggest that you prepare very very strong letter of explanation that counter these reasons. not only words but with valid and strong documentation and proofs. if it didn't work then seek proffesional help from certified credible Canadian lawyer

There is no problem to go to Canada through study programs and then settle there. The Canadian government wants more people to come so they offer stay back options for international students after study. so Guys apply and go for study in Canada even if you are 40 or 50.

I agree with you if you mean the students who stay illegally in Canada after study, this is the real government's concern.

However, there is an unresolved contradiction here, the Canadian government wants more people to come to Canada and settle while visa officers want you to leave after study and you must prove it.
there is not contradiction here. because it will affect their education system now imagine if u made study permit easier to obtain. a lot of people will just go there via study then don;t complete the program or stay illegally, that affects :

1- the overall country in terms of education, security and economy

2- the education system loses it's ranking and reputation. imagine you are having more students coming to canada just to immigrate. Canada encourages people who want really to study and achieve their goals. help country with research and make it grow even more.

u need to understand that a Canada will not take care of you. they only care about their citizens. and want only to bring qualified ones. either via immigration programs or young students who really want to study. or old students who want to bring impact with their research ideas.

so it is really common and easy for VO to refuse 40 yo applicant with 3 kids and 6 year of work exp who just want to do 8 months or 1 year certificate program.

this is wrong and I'm pretty sure only few people do that and stay illegally.

Yet they refuse many young qualified students.

if he has the required credentials and has an admission to a good college, why they have to refuse him? he will work his ass off to pay taxes for himself and his family thus contributes to the economy.
according to their stats from 2015 to 2018 at least 10% who obtained study permit did not respect its conditions.

that number rose concerns for the government many students found working illegally extra hours during their studies. in their eyes the comer to Canada is spender not earner. also visa is a privilege not a right. you must deserve it to go to a country that ranked one globally in terms of quality of life and among the best in education. it is the harsh reality and the world we live in. one can only hope and pray for the best.

SDS India.
Completed biometrics on March 24th.
Medical passed for SP only on April 23rd.

Also, excuse my ignorance, but are files processed and approved in India or in Canada? I ask this because VACs in India have been shut till further notice. I plan to go to Canada in July, considering that my program starts in August.
