Hi guys, I'm in my 3 weeks away from being eligible for CEC so not too long ago I went ahead and created an EE profile. The system found me eligible and I entered the pool, I recently got an ITA which I declined based on the advice I saw in here, I sent a tweet to IRCC as well explaining my situation:

I set up my EE profile and the system found me eligible for CEC even though I'm still on my 11th month (minimum entry criteria). Should I withdraw my profile? Decline any ITA's until I'm eligible or accept ITA and submit my application after completing 12 months?

They took a while, but this was their reply:

1/2 Hi. This is an issue with how the system calculates work experience. If you will have the year of experience when you apply, you can go ahead and accept the ITA and include a letter of explanation about the situation.

2/2 If you’re no longer in that job and won’t reach the 12 months of experience, you should decline the ITA.

I can't stop finding contradicting advice, some people say that sending my application after the date I'm eligible will mean a rejection for sure, others says it's at the officer's discretion and then IRCC social media team says it's perfectly fine as long as I send a LOE (?) What.

It also doesn't help the fact that my 1 year of work experience falls on a Saturday on a week with expected EE draws. If there's a CEC draw on Wednesday but the work week ends on a Friday, does that make me ineligible until 2 weeks after that..?
 
You get 60 days from when you accept an ITA to submit a complete application, so i’m not really seeing the issue? Just ensure that the work exp letter you submit at the time of your application covers the full year. If you feel it would put your mind at ease, add an LOE to explain the situation to the officer.

The problem is, the information at the time I received the ITA should match the one I get when I submit my AOR, otherwise I'll be deemed ineligible at the time I received my ITA hence my application will be rejected.
 
Still not seeing the major issue. If your 1 year exp is completed a few days after a draw in the same week (assuming draw on Wednesday/ Thursday, and your 1 years falls on a Saturday), you won't be ineligible because of a few days.

The alternative, as mentioned before, is to wait for a subsequent draw (assuming your CRS score is high enough to not worry about being on the cusp on the cut off)

Buddy i can give you based on my application exp as long as by the time u submit application when 12months is done no issues.my exp count from may8 and i got ITA on apr9 and i submitted application on may14th and had no issues with eligibility criteria its passed. You will have 60 days to submit your application from date of your ITA so all you have to make sure is by the time you submit your application 12 months CEC exp is counted or not.System calculates as 1yr once you passed 11months thats why your scores bumps up and if you get ITA we have grace period of 2 months so there is possibility of waiting to finish that 1month before submitting.

LoE is for tge reason some officers who are cool and smart they will go ahead seeing ur submission date but some arrogant officers are not like that.for that reason to be safe side its better to include LOE stating that you have submitted application after completing 12months though you got ITA after 11months..and have also contacted IRCC with their suggestion im submitting application
