Permanent Residency Application Through Express Entry

Hello,

I received my invitation to apply for Permanent Residency through Express Entry on March 18, 2021, prior to that, knowing that I needed to obtain a police certificate from my country of origin (Iran), I had prepared and shipped my paperwork but it took 50 days for the paperwork to ship and just last week it arrived into Iran. My family members are going through the process of obtaining my police certificate but the officer there said it could take up to 45 days for it to process and for me to get my certificate, with 59 days left for me to submit my Permanent Residency application, I am concerned that I will lose my window because of the processing times.

Long story short, I called IRCC and they explained to me that IRCC does not grant extensions under any circumstances but if I am not going to be able to submit my police certificate, I can instead upload a letter explaining my situation and any proof that I have already submitted my application and that I am waiting for it to process. The IRCC agent also gave me her name and agent # to include in the letter so that they have something to reference.

I wanted to check with you all to see if you have had the same experience before and what was IRCC's response in this situation? With the pandemic and the added delays, I am surprised there are no extensions being granted. In speaking to others I have heard that applicants have received extensions in the past, so I wanted to get your feedback.

As of 12 April no more extensions will be granted for lock down reasons, however you still can justify your documents late delivery in an LOE and submit required missing documents through a webform as soon as applicable.

IRCC will no longer be automatically extending deadlines for submitting the required supporting documentation

Does this mean that when I am submitting my Permanent Residency application, including the LOE instead of the police certificate, they will grant the extension based on their decision?

Also, you mentioned webform, is that webform something they will supply after they have made their decision?

Would you recommend that I try to get the police certificate in the 59 days that I have left and say on the 50th day, if I am sure I won't have the police certificate, I provide the LOE and submit the application where they would review and make a decision to provide an extension to submit the outstanding documents?

You surely need to pursue PCCs now. If you were not able to submit those on time you just provide an evidence using LOE that you have been waiting since (for example 50 days) take screen shots maybe from your phone or Pc maybe some invoices as an evidence.
before they got to read your LOE surely your PCC will have arrived and immediately you raise it as an attachment through a Webform. A web form is a tool to make any changes or additions to an ongoing application.

For example i have used the above webform to add vaccination certificate and they confirmed receiving the document in 10 days.

However it is totally under the case officer disposal to accept or reject the document even if it is valid and required. For example godforbiden you might raise it through a web form and they acknowledge that it was received. And next day they cancel your submission for incomplete application missing PCC.

However you got to take the chance as its your only option if you do not wish to decline your ITA

Never the less If all of your other documents are recent you better wait to last minute for submission.
