The short answer is, provided that your father was not born as a child to a parent that was a representative of a foreign government (diplomat, US military officer, etc.), or had not renounced his Canadian citizenship (or his British subject status if born before 1947) before you were born, then yes, you are eligible for Canadian citizenship by descent.
