Can I bring my mother and brother with me by the Express Entry? Can I be their sponsor n the application? If not, is there a way of bringing them after I get my PR? How do I proceed?
 
No you can’t include them. In order to sponsor your mother/father you would need to qualify for the PGP program. If your brother is under 22 he can be included. You will need 3 years Canadian income meeting LICO for the number of people to be included in your household, plus be drawn from the pool of applicants. If your brother is over 22, he will need to qualify on his own to immigrate.
 
No, you can’t bring parents with you. You can bring parents and siblings under 22 to Canada through parental sponsorship. It is a lottery and once you have been PR for at least 3 years and meeting a set income for each year, you can apply. Some people are never selected visa the lottery. So that is years away for you.

Parents and siblings are not immediate family members under immigration.

Once you became a PR yourself and have worked for 3 years and have enough income to support them (there are income requirement for each year), then you can try to enter into a lottery system to see if you get picked to apply.

If your siblings are under 22 years old by then and not married or in a common law relationship, then you can include them as your parents' dependents.

As it's a lottery, there is no guarantee if they will ever be able to become PR. So prepare to be away from them for a long time. (they can sure apply for visitor visa to visit you. And you being a PR may not increase their chance of getting visitor visa approval). Or you can visit them.
