If neither of you are Canadian citizens or permanent residents, you'll have to qualify under one of the other immigration streams (economic/skills based). You can start here:

There are forums on this site about these other programs, such as express entry. (This section of the forum is for Canadians sponsoring their spouses)

Either of you can qualify and have the spouse join as dependent of the principal applicant, either at same time or later.

He needs a TRV. You need an eTA.

As said above, you need to qualify to immigrate if you want to move to Canada. Look into the Express Entry program to start. This is a points based program. You need a score of 470+ to be selected.
