You will need to sponsor them for PR through the family class immigration process. You'll need to be living in Canada in order to sponsor them and can expect processing to take around 1 year.

U will have to sponsor the dependent afterward if u want them to join you in Canada, are apply for a visa for them to visit

Also want to add, if the dependent is child, his/her age does not get "locked". You will need to sponsor the child before he/she turn 22 years old and he/she needs to remain single.
