First of all thanks for your reply.

My first cousin is living in Manitoba and she was agree to providing support me to obtain Manitoba state sponsorship and we have done all paper works with Manitoba to obtain state sponsorship.

That part has been completed in 2019 and i had received Manitoba sponsorship, after that i had put up my PNP PR (Paper) application on 08/10/2019 and in due course my status are as below according to GCMS note on the date of 04/11/2020 :

Eligibility : Passed
Criminality : Passed
Info Sharing : Completed
Security : Not Started
Medical : Not started

In recent talk with my first cousin she said she gonna move from Manitoba to Ontario in May 2021.

My question is that, if she moved from Manitoba will that effect on my PR process ?

As per the Manitoba PNP for family sponsorship:


A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant’s plan for settling and finding employment in their destination community. A Manitoba Supporter must be the applicant’s close relative or friend/distant relative, and must be:

  • able to provide documents proving they reside and are established in Manitoba and have been living in the province continuously for at least one year (ex: copy of Manitoba Health Card)
  • a Canadian citizen or permanent resident (ex: copy of Permanent Resident Card)
  • able to demonstrate sufficiently close ties to the applicant and to Manitoba
  • able to demonstrate that any applications they previously supported resulted in successful, permanent economic establishment in Manitoba
  • able to support the applicant’s Settlement Plan
For close relatives, both the applicant and the supporter must provide documents proving their familial relationship.

Close relatives may support the application of more than one skilled worker at a time provided they satisfactorily demonstrate their ability to do so.

For friends and distant relatives, their household must not be currently supporting the settlement of another MPNP applicant, nominee or person under another Canadian immigration program.

Finally, your supporter cannot be and the MPNP will not accept a Settlement Plan Part 2 signed by:

  • a paid immigration representative
  • anyone who is not a demonstrated relative or friend of the applicant or the applicant’s spouse
  • a Canadian elected official or their staff
Your Manitoba supporter is your connection to the province; to be eligible for the MPNP you must also demonstrate you can be assessed sufficient points for language, employability, education, age and adaptability according to the MPNP Self-assessment Worksheet.

It would not, as long as your cousin is compliant with the requirements of the sponsor.

Most likely your application has been approved, especially if your eligibility was passed before.

Just give it some time, and you will get a decision. Also, you can send a webform and inquire.

All the stages were passed a month ago
There are currently many applications were all stags have been passed and a final decision is pending, even though it has been a few months. You will have to be patient and wait.

If your security has started then the GCMS notes will show security as blank and you will see s16 or 16 on the top right corner. If it has not started then your GCMS notes will show as not srtarted.

Also, under Admissibilities - Security, see if you have any activities.

Most GCMS notes will have security redacted is it is in progress or passed. However, in some CBSA notes, which look exactly the same as GCMS notes from IRCC may not redact the security related info, and you may see if it has started on page 2.

CSIS notes only tell you if CSIS is involved in your screening, and on what day they concluded the involvement and submitted the report to IRCC.

I have read those term and condition and i knew that in well advance.

But my query is that my cousin will move to Ontario and file still under process at Sydney, Nova Scotia, will this affect to my PR process ?

If yes how ?

Hello @legalfalcon . I am an FSW- Outland applicant. As per the latest GCMS notes I got, my "Final" status is approved and I passed everything. My application status is still open and I haven't got yet a PPR email.

I got an email titled "Sue Day" from "survey+irccclient_2021@advanis.net" and it says


"You have been selected to take part in a Government of Canada survey!

We would like to hear about your experience with Immigration, Refugees, and Citizenship Canada. Our records indicate that you have recently received a decision from us on an application.

The survey is voluntary and will take about 15 minutes to complete."

I have some questions about it:

-1- They said that "Our records indicate that you have recently received a decision from us on an application." Does that mean that I may get the PPR soon? What does that indicates? I haven't received anything from them yet. MyCIC account doesn't show anything new in the "Final Decision" section.

But again, I haven't got a decision officially from IRCC, except the info I know from my GCMS notes.

Many people are getting this exact email for a survey and such emails go out from time to time. If your GCMS notes shows that your application has been Approved (on Page 2 of GCMS under the Assessment section), then it indicates that all the stages have been passed. However, if the Status (see on Page 1 of GCMS) is still Open, then the PPR request has not been issued. If an Approved application is Closed before PPR then it has to be reopened before a final review can be done again. At the final stage IRCC will also check if your medicals and passport are still valid. Before PPR is sent the details of an applicant's COPR, its expiration and the PR visa are input into the GCMS system. The COPR and PR visa cannot be issued by IRCC beyond the validity of the applicants passport or medicals, whichever expires first.
