If my application was submitted through an agent which I don't have an access to. Can I still create my own GC Key and link the PR Card application to my newly created account.

Yes, as it’s a separate application (diff application number). I used UCI and family name to link my PR card app.
It looks like for recently landed folks (Dec, Jan, Feb) they are getting their PR card approved and printed as per pre-covid schedule. Meaning within 1-2 months of landing which is what should happen. Whereas the folks who got their COPR during early/mid of last year got their cards stuck somewhere and waiting for up to 8-9 months. So those folks need to resent their photos to jump-start their process again.
I think as a guiding principal, if one has not been issued at card within 6 months of sending their photos, they should send them again. Because in principal IRCC can not use photos more than 6 months old to print the card. And they won't reach-out (in most cases) automatically to request a re-send.
So it is better to either call IRCC and ask them to send an email requesting resubmission of photos OR if you can't get hold of IRCC agent via phone, just write a letter explaining the reason of resending the photo (more than 6 months) and send it to same address which you used first time.

If the dates are correct - meaning it's mar-2020 and not mar-2021, then I believe you are waiting over an YEAR now. So I think IRCC will not be using the photos you sent 1 year back in any case and you will need to resend them again. Refer to post above.
However, if you mistyped and it's mar-2021, then you should expect the cards to be available in 1-2 months based on the latest trends.

My pr card finally mailed to me! Montreal office but. I am not sure if its coming from montreal or nova scotia since i sent my photos and documents to both of them. When i receive it in 3 to 5 days ill update here with details and timeline! Thanks guys!

eCoPR : Jun 10 ,2020
Visa office: Ottawa
Photos received by the office: Feb 23, 2021 (the office didn't receive the first envelope I sent back in July 2020 )
GU 1：Mar 4, 2021 (sent it to production)
GU2：Mar 11, 2021 (application approved and mailed )
Received the card : Mar 16, 2021
