January 2019 onwards Paper Based PR Applicants waiting for AOR/MR/PPR

ADR submitted on February 2020
Called IRCC CSR on November 2020 and I was told the following:
Eligibility passed
Criminality passed
Medical will be either extended or to be redone ( what do you think guys happened to my medical since it has expired on October 2020?)
Security not stated ( which is weird, and I hope they have already started it or finished it)
Same generic answers each time I sent webforms; they are working with a reduced number of staff during this challenging time, but no covid excuses with some other 2020 applicants who have already received their PPR. That's really unfair.
27 months of worry , uncertainty, overthinking, and stress. I only wanna see my status changed to "Decision made", with whatever decision, that's my demand for IRCC. I need to breath a sigh of relief!!
My question is: Is PR guaranteed after all that waiting time?

Mine and your is the approx same timeline my AR is early Jan 2019
I called them on monday the agent said that everything is passed since Nov 2020 but we are waiting for the final decision don't know how long will it take more

I think he just said that to stay calm keep depressed blan blan

let see how its goes
I am thinking of writing a letter and also talk with MP.

Hi guys,
Please do not look at my signature as it is related to EE CEC application. I am running 2 PR applications the same time and supprisingly my Ontario PNP stream application seems to be faster than EE.
I have 2 family members overseas and desperate to re-unite with them.
My timeline is as follows:
AR August 23 2019
AOR September 05 2019 (Sydney office)
RPRF and PCC request August 2020 (request also said that application was tranferred to Etobicoke)
MR December 07 2020
DM January 26 2021
My dependents received passport request on Jan 26 2021. It was stated that this request is valid for 90 days since I will become PR, and they can submit passports only after that moment.
On March 06 2021 I receied email from IRCC officer asking to confirm that I am in Canada.
Online status check made 2 days later showed that I entered IRCC Etobicoke office and had become PR on March 08.
But there is no COPR...
IRCC agent over phone confirmed that I have become PR, but was not clear about when I can receive my COPR.
A week passed, nothing happened.

Does anybody have similar experience? When I may receive COPR after I have become PR?
I was advised that my spouse and child should sumbit their passports and photos with copy of my COPR included.

Ordered gcms notes and got them today. A few of my pages were blanked and there was S.16 (2) (c) on the pages before and after the blank ones. Any idea what it means?

Yes. This is paper based application. Provincial nominee stream. I have got OINP nomination back in June 2019.

Exactly the same with me! Any idea when they can issue COPR? My family members have 90 days since March 8th to submit their passports for visas.

I use to see people says that mean security passed. In my GCMS notes it says s.15(1).
In the first page what is the App Status and App Status Reason says?
