It’s just pathetic that every VO can send a passport request email soon after decision made except for Ottawa. None of this makes sense to me. 63 days later and no passport request, beyond frustrated at this point.
Yeah..
I don't know what is the problem in sending the PPR if the decision is already made. I thought Ottawa VO is faster than other VO around the World. But I was wrong.

oh ok, dont you still need to send your passport to them in order to get your pr card?
They finished my application as if I had applied inland because I notified them that I was already physically in Canada. I didn't have a landing interview, but I would have if they were doing them. Instead my COPR was emailed to me directly and it had instructions on where to send photos to get a PR mailed to me.

one was an address change request, to which their response was this:

I also got the same reply when I inquired about which stage my application was in. They might as well have not replied :/

Pretty much... whats annoying is obviously the address change is more important, but was not even acknowledged in the reply

I asked about the status of my application and i got the exact same reply. They are just copy pasting the same text regardless of context.

Hi what does pre arrival services mean?
It's just an email giving you info on services that are available when you arrive... most of the time I think this means your generally accepted but depending on your travel history they can still ask for more documentation.

Now if your next question is gonna be how long till the next step... no one really knows
