This refers to previous correspondence regarding your application for permanent residence (PR) and your expired confirmation of PR document (CoPR) and PR visa.



COVID-19 Travel Restrictions:



Travel restrictions, COVID-19 testing requirements, and quarantine requirements are currently in effect to prevent the spread of the novel coronavirus (COVID‑19) in Canada.

Re-Issuance of Permanent Resident Visa:



You previously informed us that you were still interested in travelling to Canada for non-discretionary reasons (i.e. to live and settle permanently in Canada).



As your original CoPR was issued on or before March 18, 2020, it appears that you currently qualify for an exemption from the travel restrictions, based on the information you have provided and the current rules in place.



We have also reviewed your situation and confirmed that it appears you (and your family members, if applicable) have done (a) new medical examination(s) since your original CoPR(s) expired. The new expiry date of your medical(s) is: 2021/11/20 07:00:00 PM



(If there is more than one date of expiry for you/any family members, the earliest date is provided above.)



Documentation to Facilitate Travel to Canada:



Please select one of the following two options:



Option 1: Confirm that you plan to travel to Canada before the validity date above. If you choose this option, you will be sent a request to submit your passport (which must be valid until at least the date above) to IRCC for physical reissuance of your CoPR (and your PR visa, if you are a citizen of a visa required country). Your CoPR will be annotated to indicate that it is a replacement for a document issued on or before March 18, 2020. If you select this option, you must use your re-issued CoPR and PR visa before the validity date printed on the new documents expires. If you do not use them before they expire, you will need to submit a new application if you want to immigrate to Canada in the future.



Option 2: Do another medical examination. If you select this option, you will be sent a request to do new medicals (at your own expense) within NINETY (90) calendar days. Your new medicals will be valid for 12 months from the date of your new examination. When we receive your updated medical results, we will assess whether any other information needs to be updated to re-issue your CoPR(s). If you (and your dependants, if applicable) continue to meet all statutory requirements, we will send you a request to submit your passport(s) for physical reissuance of your documents, which you will need to use before they expire.

You must reply to this message within ten (10) calendar days to tell us which option you choose.



In your response, you must also inform us if any of the following applies:

  • Your family composition has changed (e.g. birth, marriage, divorce, death)
  • Any material facts relevant to your application have changed for you and/or any of your accompanying or non-accompanying family members since the issuance of your original CoPR (e.g. marital status, new criminal charges or convictions, change in country of residence, change in custody arrangements for minor children, change in available settlement funds, etc.)
  • You (or any of your family members, if applicable) have obtained a new passport since the issuance of your original immigrant visa (if yes, attach a scanned copy of the biodata page)
  • You (or any of the family members on your application) are already physically in Canada.


If none of the above applies, you can write: “There have been no changes to any material facts relating to my application.”

It's now or back to square one email.
This 'Now or Back to Square one' email seems like a nasty move to confuse people and trap them into making mistakes. It just seems very cunning. People have been waiting for so long without any fault of theirs. The language of this email is very insensitive.

Has anyone recently received a passport submission request (PPR)? Could you kindly share how much time it took for the VFS payment link to get generated? It seems VFS has changed their process, and requires you to pay in advance, but they're taking forever to generate this link and we only have 30 days to submit the passport.

COPR stamped on 18 March 2020, Expired June 2020.
4 Pointer email received on 2nd Oct 2020 - Replied that I cannot travel.

Then Raised RTT in January 2021

8 March 2021 - Received a remedicals request.
Finished the Remedicals on 9th March

However, now my IRCC Application Page like this (just like how it looked after the first time of Medicals)

Could anyone please confirm if the Application Page on IRCC looks like this post the remedicals request?

I don't understand your interpretation of the NOBTS1 email guys @crackMBA @butterflyins

From my understanding, the email says you will only be back to square one if you don't respond.

But if you respond, by choosing either option, then your application remains open.

If you choose option A they'll give you an AL and you must be ready to go at short notice.

If you choose option B you'll get a new COPR with a long (up to one year) validity period.

Do you disagree?

In terms of potential issues, I'm wondering:

1. What happens if your first COPR was issued pre-March 18. If you opt for option B and get a new COPR, do you still qualify as a pre-March 18 candidate exempted from the travel restrictions? Or do you now qualify as a post-March 18 COPR holder subjected to travel restrictions?

2. If you select option B and become subject to travel restrictions (i.e. u cannot travel to Canada even tho u got a valid COPR), will u need an AL on top of the new COPR? If so, option B is of no help. Unless they lift the restrictions this summer.

3. It seems that option B is better in terms of timeline, i.e. people have long term visibility and organize better. Is this option more risky than option !? Why?

4. Do you guys think soft landings will be permitted again upon lifting of the travel restrictions?

5. Is this new procedure applied by IRCC world wide, or only in certain VOs like ND? I depend on the Paris VO and so far I haven't heard of anything here.

I was only pointing out the absurdity of the options and the timeline.
Why are there options in the first place? Why can't they simply provide ALs with a validity of 6 months? (because that's usually how much time you have from the day you get your COPR - for most cases). What if choose an option and then your situation changes?
From the language of the email, it almost seems like they're angry at us for not moving fast enough. LOL.

No one asked for money for covid test. Just make sure you register for switch health to save time doing that on airport

Apologies for the rather silly question. I might have missed this major update while I was traveling.

My CoPR was approved prior to March 18, 2020 and it expired in May 2020. With what you mentioned, does that mean I can book a flight and complete the landing procedure? I thought we had to wait for IRCC to give us permission once we're ready to travel.

Secondly, I got married last month. With my expired CoPR, I requested IRCC to add my spouse, but they've been providing vague responses. Do you suggest spousal sponsorship as the only way to go about it?
Hello, I think the decision has been made on your application and perhaps it may be too late to add your spouse to the application. Things might be different if they ask you for re-medical and your application moves to 'Processing' again. Please check your application status on your IRCC account.

Those who received PPRs, could you please share how much time it takes for VFS payment link to get generated, and passport pickup?

Their website says they should respond within 48 business hours after raising the web form for passport collection. I am waiting for the payment link and its been more than 48hrs. Sent another email with the webform reference number to tell them we haven't received the payment link as suggested in the notification after submitting the web form on VFS (Mumbai).

Hi guys

out of topic question. Surely, all of these are speculations but curious of your opinion.

I've landed with AL and expired COPR middle January. I planned to do this permanently but there is some emergency and I have to fly off middle of April. So, before I am off I will be staying 3 months. My PR card is with me.

IRCC states you must " be coming to Canada to settle permanently (you cannot come to Canada and leave to go live in another country, even if it’s temporary)". What is are the possible consequences if I leave and fly back in several months? Again, I understand nobody knows for sure, but any opinions highly appreciated.
Once you have the PR card, you can move the way you want to...but please consider the travel restrictions in place and it might be difficult to get back in case things go south on us. When are you planning to come back to Canada if you leave in April?

They are doing their best to make sure the pending applications are resolved quickly. Adding another 6 months on AL means they have to deal with extra for 6 months considering the new applications are still being accepted. Also ALs are only for people who are eligible to travel, you if get one, consider yourself lucky and travel to complete the PR process for which you have already being waiting for a year.

I was not able to travel within the validity of the AL as they only provided it for 10 days and It was difficult to travel quickly in November. My AL expired as well. Now they requested the re-medicals, I did the re-medicals, they have requested the passport. I am guessing a new one time entry VISA and a new COPR will be allotted. However, from the previous messages looks like the new COPR will have a annotation stating that the original COPR was received before March 18th, 2020.

What's infuriating is the apparent lack of global structure in their COVID response (looks like it's handled on a case by case basis in a completely random order) and the complete lack of communication. They could at least provide global updates on how they're handling the backlog.

Butterflyins has a point re. specifics of the response. I agree those options are BS. There were so many ways to handle the backlog in an orderly and efficient fashion...
