Which one is better agency or registered consultant of ICCRC?

I want to apply for a study permit visa, but I am confused about which one should I choose. Which would be better for a study permit visa application between the agency and a registered consultant of ICCRC? Please help me?

Neither. But, if I was to choose, I will try independently as some of these agents are not reliable. But go with the registered ones.
