The agent said, file is with NDVO and Eligibility: Not started!!!
I have heard that files are moved to local visa offices after eligibility is recommended pass by the CIO, its been more then 2 months past AOR, still nothing has started, is it normal??
This "Not started" is some kind of new provision added by IRCC??
Any help would be appreciated.

Agents do not have any information about NDVO once files get transferred, so apply for GCMS notes for proper information.

Files can be moved to the Local Vo anytime in lieu of work load ballance, Local Employment Verifications, POF Verification, Issuance of PPR etc. There are varied reasons for that transfer and it's a natural process. Once the file is moved to the LVO, IRCC agents are not authroised to disclose you the current status. Eligibility is a succesive stage and is conclusivelly passed only after an Officer review has been done. Before that the Eligibility status can change multiple times in any Order from Not started >> Review Required >> Met >> Recomended Passed >> Passed. Given the above timelines, you might be at a Case Processing Agent Review stage that happens after R10 (Program assistant) check. Officer review should happen around or before May'21. You can order a set of GCMS by end of March to know more about your case status.

Sure, I was just curious, as I know, when files are transferred to local visa office the agents cant give any information, but the person on call told me first told me about the local visa office and then, eligibility and criminality not started, security is in process. He could have said," i can't give more info as file has been moved".
I am planning to order GCMS for better clarification.

I also have similar timelines as yours. My file is transferred to NDVO sometime in mid feb. It is possible that files are moved to LVO at this early stage for load balancing.

Not sure what it means and when I’ll get request to pay RPRF..

Also , is the eligibility check done before criminality check ?

Got my GCMS. Exactly same status. Eligibility not started. NDVO please wake up.
This is disheartening, I have also ordered my second GCMS notes which will arrive in the first week of July, but by looking at the trend I am not expecting anything from it.

Considering the travel restrictions has eased now, they should start working on all applications. My God, they are so used to of not working and now it is difficult for them to work I guess. :(
