My PR card will expire in July 2021. I plan to travel in late October this year depending on Covid situation. Given current slowness in process, it seems unlikely I will have my Canadian passport issued by then.

Is anyone else in similar situation where they renewed PR card? If yes, what was duration for PR card renewal.

I sent in an application for PR card renewal the first week of July and got my card the first week of November. So, it was taking about 4 months. The CIC page showing current timelines for renewal was all over the place when I had checked. It went from 72 days up to 232 days.
On a good note, after I got my citizenship, it only took 11 business days for me to get my passport.

There is no assurance you would have your Canadian passport by then. Might as well apply for the renewal of you PR in that way you are safe for travel out of the county and back. Renewal nowadays will take 3 months to process. Sacrifice the $50 fee. Have a safe travel.

Does anyone know if "Provincial/Territorial personal health claim summary" is also necessary for children under 18 in Ontario? I am trying to prepare the documents before they request it to avoid wasting time.

Every situation is unique. I've only seen a couple people received requests for that but none others. The most common document request seems just to be colour copies of passports but nothing else. You can always prepare all ahead if that's what you want.
