IRCC requested an additional document to make a Final decision. "Offer of employment"

What IRCC is exactly asking for is :

Offer of employment: Please provide a recent offer of employment that confirms that you have been offered employment for a period of at least one year after issuance of your permanent residence visa.

But I have provided the offer of employment already. why would they be asking for something after they provide the PR?

Things to be noted

1. My work permit will expire in Aug 2021.
2. 5 years of work permit is done.
3. When I submitted the application the offer of employment was valid for more than a year. Due to Covid-19, the application was picked after 7 months.
4. My employer is not ready to provide such a letter without my work permit or any status in Canada which will allow me to work

Could someone help me with this? Has anybody gone through a similar situation?

Your Eligibility is never passed or Recommend passed? Usually Recommended pass will happen after 3 months of your AOR. At that time if officer passed your case then final officer need this because its near to one year. My suggestion is submit LOE about 5 years completion and submit extra docs like to prove relation with company with more docs. Other than this i dont see any option.

If you claimed 50 points you need at least 1 year of future employment secured AFTER landing. They want to make sure you will have at least 1 year contract on hands before finalize your application.

Try to convince your employer to give you the letter that states they will continue to employ you in this role for at least one year after you become a PR.

how can IRCC ask for such a letter if employment in canada is 'at will' i.e employee can leave or be terminated at any time. how can companies even issue such letters? nonsensical at best.

You Eligibility is never Passed or Recommended passed? I don't know why they have started Eligibility after 7 months as per you post.
