Right but there are form to fill out because you must be a resident of Canada for tax purposes. The forms are in the link as you need to be registered with CRA and your income must be assessed.
 
The kids don't need to be Canadian citizens. You need to be a "resident for tax purposes", and *any* of the list including "a Canadian citizen" , so you'll qualify.

I'd imagine from the moment you're a "resident for tax purposes".

Are you eligible?
To get the CCB, you must meet all of the following conditions:

  1. You must live with the child, and the child must be under 18 years of age.
  2. You must be the person primarily responsible for the care and upbringing of the child.

  3. You must be a resident of Canada for tax purposes. We consider you to be a resident of Canada when you establish sufficient residential ties in Canada. For more information, see Income Tax Folio S5-F1-C1, Determining an Individual's Residence Status.
  4. You or your spouse or common-law partner must be anyof the following:
    • a Canadian citizen
    • a permanent resident (as defined in the Immigration and Refugee Protection Act)
    • a protected person (as defined in the Immigration and Refugee Protection Act)
    • a temporary resident (as defined in the Immigration and Refugee Protection Act) who has lived in Canada throughout the previous 18 months, and who has a valid permit in the 19th month other than one that states "does not confer status" or "does not confer temporary resident status." If this is your situation, do not apply before the 19th month
    • an Indian as defined in the Indian Act




    • When should you apply?
      You should apply for the CCB as soon as any of the following situations happen:
      • your child is born
      • a child starts to live with you
      • you begin a new shared custody arrangement

Are you aware that CCB is based on income? You will need to submit your family income from the US to determine the amount of CCB you will receive. You may not be receiving as much as you seem to be anticipating. You still need to get your proof of citizenship as well. CCB was created to offset the high cost of raising children in Canada. Depending where you are from in the US Canada's cost of living can be a pretty big change.

Yes, I did see that it is based on income in the US at first and i am familiar with the high cost of living, as my Mom has lived there for many years. We will be finding jobs when we move there. I am just trying to figure out all aspects of moving before we leave, including how much money we will need to save and bring with us.
 
I think the only thing I’m still wondering is how long the open work permit generally takes to process? I had a lawyer tell me it could take years but I hope that is not the case. My husband will be applying for one when we arrive and submit the sponsorship papers.

Somewhere in the range of 5-8 months right now.

It can be a few months until you qualify for CCB so I wouldn't make plans counting on CCB for income.

Yes, I have heard that so definitely not counting on it, especially not for the beginning. It would just be a helpful bonus later on.
