Express entry without 3 years international exp

I am a PR currently residing in Toronto. I would like for my brother who is residing in Pakistan to apply for PR as well. He holds a Bachelors from a renowned Pakistani University. However he is 23 and just got into the workforce. Can he apply for PR through express entry without the mandatory 3 years of work experience or wait

Express Entry requires 1 year of full time skilled work experience (not 3 years). He can apply once he has one year of full time work experience in a skilled profession. Note that he will need to score around 470 to be selected.

Would suggest spending some time researching the various PR programs so you know what will be required so you can plan accordingly if trying to get PR in Canada is his priority. Even looking what professions are in demand when it comes to PNP would be a good thing to examine although the professions can change. A second degree will likely be necessary to get enough points
