WES, needed for international students those who have studied in Canada and have a degree in Canada ? I am asking this for PR Purpose.

For EE, If you aren’t counting any foreign education for CRS points then no. If applying to PNPs (since you are asking this question in the Pnp forum) then you may need to. Look at PNP requirements.

So is it that my university will send it ? Or can I take it by myself sealed and then submit when I apply for PR ?

You chose an ECA and follow the directions for assessment. It will give you instructions on how the university sends the transcripts to the EC. Then you get an assessment to apply for PR.
